To do this on a club site then you need to create yourself a club user appointment, "switch" to it, and then go to Setup/Web Items to create the settings for the specific club.
Yes confirmed - it looks at the league/database level. A tad confusing, I know. So if you pop back to being a league user and set it there then it will cascade down to all clubs and teams pages. Let me know how you go.
Just did some testing, when the report is initially selected the settings are there, if i go to a Pool ie 1sts the settings are not there, if i go back and set Pool to All, settings are not there.
Can you make settings flow down into pools please.
