I’ve noticed that a large bar has appeared at the bottom of each page on the public web site within the last couple of weeks when it is viewed on a mobile device. Has it been intentionally added? If so, what purpose does it serve and is there a way for me to disable it?

The reason I ask is that it takes up a lot of room on the screen and always hides the last record that is listed when you scroll to the bottom of the page. As you can see from the example below, you can only see 399 records as the 400th one is underneath this new bar.
